your going to get a Gambit of answers, but imho, yes. I use one 400w CMH in Veg. 4x4 room with 7ft ceiling. im also of the mind, too intense of light on clones stresses them to much.
18/6 on clones and veg with nice growth. Im in a transition point atm, with my rooms, and have created a temporary room to hold veg in until this current round of flower is finished.

no you arent going to get a whole bunch of answers because you will stop reading after these two loljk....i have to agree that is overkill, personally ive only used cfls to veg until at least about 4 weeks because you can control the size and shape better-less stretch, then just the mh light and cfls will be fine until flower when you can turn on the hps or swap the mh out for the hps...if you dont want to buy a couple cfls just shut down the hps...if you do go buy a couple buy the ones that say daylight on the package

If your plants are in pots that can be clustered or grouped close together, the 400 MH would be quite sufficient. The combo will be better for flowering larger plants.
If you're in hydro and cannot rearrange the grow stations, i'd still start out with just the MH. Jmo. cn

I make my clones in my veg chamber with a 400w MH...they are naturally lower than the other plants since they are in cups...and when they start to get roots I move them to sit on top of the soil belonging to another plant so they get the full benefit of the light and fan...but not til they are rooted..until they start to get roots they stay in a ziploc baggie in a corner...
