Transplanting/Potting up? When and How Best To Do So

Ive got a couple plants that i just started out about 2.5 weeks ago. There getting onto there 4th set of leaves right now... They are in 4" pots under 24/0. When should i pot up and what is the best method?

Put them into 1-3gals asap, then again into 3-5gals 1 week b4 flowering

Soak them first, few inchs of soiL in the bottom, re-plant, cover with new soil and done!
