Sure there are rebels, but the rebels are ISIS. So it's Assad, essentially a dictator, v. ISIS, terrorists. There is no good guy in this civil war. We help Assad defeat ISIS, we help a dictator, we help the rebels defeat Assad, we help ISIS.
Why are we there again?

The vast majority either are or at least side ideologically with them.
Well, I slightly over generalise but huge swathes of the Rebel forces did defect or at least provide direct material support to either ISIS, Al Nusra or Al Queda.

I know, but it's more an issue of the Rebels mainly consisting of our enemies yet we keep giving them weapons and then blowing them up when they use them.

We've been there for years and we've managed to fuck it up as only we can.
We've had no plan there, so we've been blown willy nilly about, pushed by the latest headlines. That's no way to achieve any objective other than throwing away money.
But it's taxpayer money, and the defense industry and military contractors are feasting. So who cares?
That's the cynical view, dangerously close to reality.
If we want to be in Syria, we need to do something drastically different than anything we've done as a nation since the end of WWII; actually help the people. If we aren't willing to commit to doing that, we have no business there.
Of course, when has that ever stopped us?
