Twisted and Papery new growth

Moved into this new place and have been using tap water with a carbon filter to filter the chlorine out. The new growth have been twisting and feels papery. it will become untwisted after the leaf fully develops. Temp is between 75-79 and humidity stays between 40-48. I tested the run off of the soil ph and it came to 6.4. So if anyone has anything they can add it will be helpful because most of what i researched online is heat stress.

Two things.

How close is the light? Have you tried running them at lower temps( 72°-74° )? My current crop are heavy indica in 2x 4 tent. They droop at anything above 76° with some krinckle to the top leaves. Temps below 74°, the new growth and older leaves reach up. Lots more vibrant.

the light is probably a foot away, the temp swings from 74-80 throughout the day. it is in 4x4 tent. there is no drooping of the leaves....the new growth is just weird twisted, and there is a few different cuts in there and its happening to most.
