Is this sarcasm or do you really not know what Plato has to do with government? Plato's The Republic was a large influence on the framers of the Constitution. If you are going to talk about the intent of the framers then you should probably know how their ideas were developed and where the concepts came from.
There is a growing disconnect between the federal government and the states, and this is not just concerning marijuana. It just seems so obvious and natural to me that the federal government should gradually pass more and more power to the states. Increasing state power will allow more Americans to be better represented in government. It is unreasonable to think that we can create such a complex set of laws and apply them to 300+ million people.
A PLUTOcracy is rule by the wealthy, look it up. Its a real word poonjoon used.

Plato is pertinent to this because the individuals that wrote the founding documents of our actual government were influenced by his writing. The Plutocracy was your point, not reality. I do not think you even made a good argument for it in the first place. Since I do not think you are saying that wealthy people actually have more power and resolve than the federal government itself then you must be talking more about policy. Money is only an advantage in swaying policy because so many people do not vote and or pay little enough attention that sound bites and advertisements can buy their vote. The most broken part of our system is in the apathetic and unintelligent majority, but that is not the same thing as having an institutional barrier. In a lot of ways our current system really hasn't even been tested, and really won't be until all citizens exercise their power to vote.
When you only have the choice to vote for one of 2 evils, you still get evil. Voting won't do shit to change things. Revolution will.
