Veg area light set up

So I had my original idea just blown up in my face. Now im second guessing everything.

Set up is 12 20 gallon no tills. This is a perpetual garden. Veg space is 3x6
Stage 1 0-60 days Veg
Stage 2 60-120 days veg.
Ill have 4 in bloom and 8 in veg. Im planning on vegging to 30 inches before flip. Bloom room is duel 600 stacked barebulbs. (tried and true for me).

I'm thinking 2 lights. 250 MH for stage 1 and a 400 for stage 2. Then ending at 1200 in bloom.

Am i off my game here or would this work?

Very open to other idea or different light combos.

It seems tight on the light for stage two. A 400 for 12x30 inch plants? That seems small to me but you could be ok.

No there will only be 12 plants period. 4 under 200 watt, 4 under 400 watt and 4 in bloom.

I guess I don't get the 4 month veg? Seems like you'll get way over 30", even under weaker light. Or am I mis-reading? Everything else sorta makes sense (are you saying 20gallon pots each, that can't be right...)

yeah 4 months veg is about right Plants need to bloom out to around 5 foot or so. Yes 20 gallon pots each. Keep in mind this is ROLS no till. Also were talking 120 days from taking a cutting. so 10 of that is rooting the clone then another little bit till they start getting big. 4 plants will need to fill a 9'x5' v-scrog in bloom. I also tend to grow faster blooming plants. C99 is one of my favorites as is Sugar black rose and they both bloom in 49-55 days. theyre shorter plants typically and i found from clone in hempys for 60 days veg they were coming in around 20 inches. We'll see.
