want to bud the rest of the plant

My current flower chamber setup is a Digilux 600W HPS and I have it centered over most of the plants, however, 2 at the end were not really getting a lot of light so I added 3 dual bulb 2' T5 ballasts and have the red spectralux HO bulbs in them. I also added a 4th dual bulb ballast at the other end so I could have even more lumens. The tops of all the plants now look pretty good but since the plant canopy pretty much covers the entire grow space hardly any light gets down to the bottom half of the plant so I removed alot of the lower stuff earlier on in the bud cycle and have been removing dead leaves as they die off.

I was wondering is there any way I can some how get light to the lower parts of the plants on my next run? Either that or I'd like to add more lumens above the canopy so I get more bud next time. I opted to go with T5 for my additional lighting before I started this round because the T5 lamps dont really produce much heat and my 600W HPS produces so much heat I had to put it in a cooltube and then exhaust it with 6" ducting and exhaust fan.

Maybe since I have so many plants in there this isn't possible? I used to only have 2 or 3 in there and then I had my cooltube vertically and I could then bud the whole plant since the light hit the sides but i'd like to continue to have all these strains (currently in there is 2x dutch hawaiin, grape god, 3D, LSD (will be replaced by Maui Wowie next time), White Widow and Purple Pineberry in the back under the T5 cluster). The only thing I could come up with so far would be to put more T5 ballasts on the floor below the plants in-between the pots but would this actually work if the plant was getting light from underneath as well as from above??
