Weak Stalks

Hey, I need some input if anyone has relative experience.

I have a bulb full of plants ( x 2 gallon pots) under 1000watts of hps, they are 22 days into flower and showing great flower growth. They are about 3 feet all with multiple heads and they look healthy. The problem is they are really havinga problem staying vertical, the stems are not strong enough to hold thme up. I am use to having to stake'm but not this early andf not as nearly toi thge degree these plants are gonna need. Now I would love to believe that my buds are just heavier and bigger then usual at this point but my lucks not usually that good and I tend to suspect a problem. I have of course had a fan on them from day 1 and everything else about them looks healthy, but i just have a feeling the strems are overly weak and that it will run me into a problem in the weeks to come.
Anyone have any relative thoughts to offer? They would be appreciated.

Also, I was just reading somewhere elese that waiting for the plants top grow much beyond a foot befvore flipping is a waste because the light does not penetrate much more than a foot. Is this the case?
