Weird looking brown scales on seedling leaves

She's getting even worse.... There are three plants: This one, it's sister of the same age of almost 2 weeks, and one of only 5 days old. This one is the only one without a tap root showing out of the bottom of the rockwool. Could something be up with her root? I'm watering them with filtered tap water at about 6.0 PH and 300 or so TDS (no nutes - hard water). I water when the RW is just about dry by dunking the bottom half of the rockwool into a bucket of water.

My grow is here:

The plant in question, from day 1:

Also, when should I transfer these babies over to my grow tent to my ebb & flow system + 400W MH lights? Should I wait till they're ready for nutes? Or move them over there sooner with plain water in the ressy? I could even move them over with the CFL lights first to minimize stress maybe and get them use to the new environment before hitting them with 400w lights? My plan was to wait for the 2nd set of true leaves to catch up with the first set and then move them over under the big lights, but use plain PHed water in the ressy.

Thanks! First medical grow here so lots of newb questions.

well that sucks but I would have siad it needed more water, and the brown scales could be wind burn......Did u have a fan blowing directly on the plants?

Yah... I was bummed. I kept them pretty wet. There was a small fan blowing directly on the CFL's to dissipate heat, which also indirectly hitting the plants. Surprisingly, this CFL unit I got does put off a bit of heat - pushes the ambient temp in the nursery up to 90 when all four CFL's are lit. I took out 2 because I literally cooked my first batch of seedlings.

Hopefully I can keep her sister alive! She's just over two weeks old. that's the longest I've been able to keep them alive so far. =)

I think it was probably just a bad seed or somehow I damaged her roots. I have four sisters from the same batch that all made it so far. The one that died never dropped a taproot through the bottom of the rockwool.
