wen to plant and transplant

ok i think im gunna plant my marijuana in a plastic party cup then transplant in the ground outside once it gets to the right size but can someone tell me the steps on how to do it from wut soil i am to use and how to transplant.
and also is this a good time to do this or should i wait till winter is over.its july 22nd here i live in s. IL

Personally I would wait till winter is over if your going to grow outside, your best bet would be to grow inside around may-june, and then around july you would be best transplanting it outside to get the right sun potential your going to need to grow a strong harvest..

That's just my 2 cents..
