what should a plant 3 weeks in to 12/12 look like?

so I've been flowering my plant for about 3 weeks. it is about 15 inches tall (wanted to keep it small) anyway there's about 20 flowers started with lots and lots of white hairs. the flowers as of now are about the size to fit in to a pipe some bigger some smaller. the top buds are bigger. from this description does it sound like a healthy plant 3 weeks in to flowering?

Most bud growth occurs in the last 2-3 weeks before harvest when the calyx's swell into what looks like false seed pods, at only three weeks you should just have what looks like hairy popcorn balls on your plant.
