What should I do with this grow? Personal Opinons?

Basically I switched the water I've been using with my DWC, as well as switching from 5-gallon buckets to 18-gallon totes. I never had algae problems before, but I do now! I thought my reservoirs were light proof enough for it not to matter, but I was wrong.

Now I'm in a few dilemmas, I'm wondering what I should do with my system.

I currently have a 4x8 tent, and a 1000 watt light, and a 600 watt light. I was hoping to get another 1000 watter into there, along with my air conditioner, or at least funnel the cold air somehow into there. I was also thinking of just selling the 600 watter to get a 1000 watter, and sell my 200 watt T5's and 100 watt T5 cause they simply don't do much.

I added H202 to my totes and the plants are looking a lot better, but still no new growth, and 2/4 plants are looking scraggly. So i'm wondering if I can even save these things, and if I should just go buy some large clones ASAP, and transfer them to an aeroponic system I'm hoping to build from the failed RDWC project parts I still have. The pumps were run out of water by my friend who didn't turn them off so I'm also worried if thats a bad idea cause the pumps are more likely to go out now. Brand new pumps too. btw: would it be a good idea to use 18-gallon totes, with 5-gallon bucket lids sitting on top, in an aeroponic system?

The totes I was using had extra air line holes that I ended up not needing, so now I'm also wondering if that may be messing with the system, I mean do those contrainers HAVE to be completely air tight? And is the point being that the air HAS to rise through the hydroton/roots, keeping things nice and fresh and stuff.

I also had a PM outbreak a while back, among other diseases I can't diagnose now (tossed the sick plants), so I'm wondering if I shouldn't just scrap those plants, and bomb the room with something that'll sterilize it.
 
I got serenade, that I sprayed rather too much, and I'm thinking that may have contributed to a lot of the clones not surviving the transplant.

The sludge that I poured out of the reservoirs was yellowish-brown btw, if anyone wants to tell me what the hell that might be.
