What's up with my seedlings leaves?

I started germinating this seed 10 days ago. It popped very quickly and has been in universal soil for 7-8 days. It's a Cookie Monster Auto. It's not spider mites, nor is it a nute deficiency. I'm thinking it could possibly be mineral deposits from the water I've sprayed them with a few times. I was going to try and see if they would rub off, but seedling is too delicate.

Any little bugs flying around or crawling. And how often do you water?
I water every 2 days, but very little from a spray bottle just enough to saturate the area immediately around and a few inches down to ensure the young shallow roots are receiving water. I've never had past watering issues and always do it like this until the plant is a bit larger, then I'll water the whole pot thoroughly.

Also, I have a 15 watt full spectrum LED about 40 cm away from plant. Basically doing the same as past plants.

There are a few flying bugs attracted to the LED flying around. I have a small fan lightly blowing on seedling to prevent them from landing on plant.

You should water it a bit less often. And maybe get a few more lights in there. Couple 20w cfls should do it.

Looks like thrip damage to me. Look closely under the leaf and check if you can see anything

Damn. I forgot about the neem. Derp. And I just used some to piss some bugs off from my grow too.

I'm a big believer in Neem oil. Actually sprayed some on it 2 days ago. I go fairly easy with 5 ml per liter of water with a few drops of dish soap. Not that I sprayed an entire liter on it. used it a lot in the past.
