What's wrong with my plants?

I've been sprouting my seeds under a 25w cfl lamp for nearly 2 weeks and the plants aren't exactly looking right to me.. shouldn't they be growing leaves and more branches further down? Some have also done significantally better than others, one plant is massive.

I've been ready to put my 600w mh/hps on them for almsot a week now but the cooltube smashed and I'm afraid of electrocuting myself. There's a green wire that I believe simply screwed onto the cool tube chasis? and now with the glass/chassis disposed of it has nowhere to attach to. I assume this is the ground wire what do I connect it to without getting electrocuted? Since it was connected to the chassis originally wouldn't I have got electrocuted if I touched the chassis when it was on? Doesn't seem right, cheers.

You don't have enough light. Very little in fact, and its making them stretch like crazy to reach the light. Get more light on them, a lot more light, and transplant them and bury some of the stem or your going to have some weak spindly plants. Good luck.

Light is too hight up. The will stretch to try and get enough light. So all the energy they are getting will be going into stretch.

The ground wire isn't hot. Meaning there is no power running through it. It was fastened to something metal in the junction box. You can connect it to anything metal. You won't be electrocuted by touching the tube but I suggest you replace it just to be safe. Once you do, veg under your mh. Best thing to veg plants under besides the sun...
