What's wrong with this plant, why is it dwarved?

1. Growing indoors under 600 W BadBoy, T5 lighting. Lighting was switched less than 24 hours ago from a single 150 W, CFL.

2. In Hydro, "bubble bucket" system.

3. Growing medium is rockwool and hydroton pebbles.

4. Using 3.5 gallons of RO water with 3-part Advanced Nutrient GMB system, I add about 5 tsp of each nutrient to the reservoir or 1.54 tsp of each per gallon. I also add Aqua-shield which uses about 3 tsp per gallon. The pH is supposed to be balanced with these nutrients but I still occasionally check pH which is nearly always more alkaline than acidic. I only have the liquid pH tester now which sucks because it's all approximate.

5. In "veg" state right now I would say, the plant is less than one month old.

6. Temp is almost always in the high 70s, low 80s and humidity is somewhere between 30 and 40 RH.

What's wrong with my plant? A few weeks ago it had deformed, single leaves. See prior thread: https://www.rollitup.org/marijuana-plant-problems/360358-weird-single-leafed-plant.html

Now it's growing very slow and not growing tall but just bushy. I had removed all the single-leaved deformed branches which included the four inner branches so the plant has a "Y" structure now. Growth is slow and not symmetrical, the leaves are just growing in completely random areas. Why's my plant like this and what can I do to correct?

Thanks, I can take more pics if these aren't good for diagnosing.

It was nuteburned when it was a seedling, and is now mutated. Sorry, but it'll never be symmetrical again.
