where can i buy a good reliable 400 watt hps ballast for less then $60 and worldwide

hey guys im looking for a good reliable ballast for a good price.must ship worldwide.i checked htgsupply diy ballast but idk if thats the complete ballast.and idk if they ship worldwide.but yea help would be awsome.please state site,price,warranty TYVM FOR ALL WHO REPLY!!!!!

If you find one let ME know cause I think it's impossible. Maybe if you know enough about electrical stuff you can make your own but I wouldnt try it unless I was a pro.
