This is the building I worked in while I was in Texas.
I worked for a company that did Government Software contracts. If you think about Microsoft Word, or even this website, they are Apps. And the Government needs Apps. They need database search engines, and note taking abilities all over the place and pages that allow them to set different people with different things. Say it is a City Water Department, they need to set different people as commercial or residential. The DMV has various things it needs. The Police have certain things their systems need and the Library has different things their systems need.
But we made those systems and replied to Government Contracts. Government Contracts are called RFPs and a bunch of companies submit one and the Agency, Department, City, County, State, Federal, Government accepts one of the contracts.
To get Government contracts you need PMBOK, and BABOK. If you want a job that pays really well and doesn't take much education, go to a PMI place and get your PMP certification and you can make 100k+ every year after a week long class.
But it was Government work and I signed a NDA, so I can't explain it any further than this.
