why is it growing like that?

i have grown indoors be4 but not under cfls...im using a 42watt cfl and 2 24watt cfls. my soil is an imported potting mix that we mix with peatmoss...we use it for our ponsiettas...i have a fertilizer called alaska fish fertilizer i have been using since seed...my plant is under 24hr light...its been about 3weeks now and my plant is only about 2inches high...i had the lights too close and my leaves turned brown and dried out pretty eraly...i corrected this and its doing fine...i have about 4nodes on my tree but its still so short..the strain is 1024 medical... the plant is sooo full and it should be a few inches taller by now i dont understand y and im goin by the seemorebuds book and he budded at the fourth node (where mine is now) but his tree was about 4-5inches and mine is 2...also today lookin at my tree it is accelerating in growth but the lower leaves are not yet growin any bigger but the top leaves are and i have other nodes poppin up from the bottom but still i dont have a leaf bigger than an inch yet...not sure wat the problem is can u help?
