Looks like the plant got topped is all. No big deal with, it will keep on growing. You do not say what strain or how old it is. Some strains stay small while the roots grow and then take off. That plants looks like it is about 2 weeks old and healthy (at least by the picture there). Make sure the lights are distributed well.

Depends on what you consider "full size". It will not grow to be a tree under that lighting, but it can grow out to be a decent producer if you care for it right. My thought it give it some time under 20/4 lighting so it can veg fuller.

werd. Your not going to produce a ton that method. Its awesome for a personal grow where its more of a novelty. If you really wanna produce a decent amount, a small hps would be better.

You could get one at home depot (ask for their security lights), or most any "hardware stores". They will have 75-200 watt lights available. Stay away from the halogen types and get the High Pressure Sodium.

I have used both and I have really come to like the T5's cloning and initial vegging. Efficient and they work well. My HPS produced about the same results, but with 2x the wattage it covered more area than I needed for the small stuff I do. If you are growing trees indoors, then HPS (or MH) work better as the light penetrates the canopy better.

Depends on the application.

Another thing to consider with floros...you can add many lights around the plant to get coverage equivalent to a single HPS, but then add up your total wattage of CFL/T5/floro. Bet you are coming close to that one bulb as far as power consumption is concerned. Your electric bill with not know the difference.
