Would this fix itself?

My seed just fell off and the inner things whatever it is. (Looks like spider webs) is still circled around the plants head. Will this eventually tear off or something ?

It usually will. You can often put a few drops of water on it and gentley slide it off with a finger.

It's the chaff. You know that papery stuff inside the shells of peanuts?

Just keep getting it wet with drops of water and it will fall off.

If it doesn't fall off and the plant doesn't open, gently remove it with a toothpick or little object. Only if it doesn't resolve itself
