young leaves yellow/brown and dying

hi there
first grow, trying my best to keep optimum conditions all things considered...
the photo shows two youngest lowest leaves after 2 wks since planting germinated seed. you can see they are yellowing and brown and shriveling up slowly.

it could be a number of things, yes i know. ill give you this info and please give me your diagnosis (as best you can):
first grow so im using bag seeds. dont wana screw things up on good seeds!
i have a 45 W daylight CFL that i keep on most of the time, the rest of the time i put the plants on a windowsill and they get natural sunlight.
temp is always around 80 F. sometimes maybe higher.
i water only twice a week at most just until the bottom shows drainage.
im using bottled water that has ph of approx 6.4 (after using a pH down).

i DO have an issue with bugs, since they are attracted from the outside through the cracks in the window/walls to the very bright lamp. i usually see them dead on the shelf or in the soil (moths and small flies, could be fungus gnats) and once after not seeing the plants for 5 days i saw a bunch of what looked like tiny white eggs on one of the plants. i only have 2 plants and i dont know if this one was the one with the white egg-like substance but it could have been.
i have also found what looked like dead tiny worms (larvae?) as well as one tiny live one. i removed them.

regardless of what the *problem* is, my main question is should i be worried?
i have an organic spray insecticide, and i have sprayed once or twice so far.
the small seedling leaves on top look OK so far, so should i just wait and see if it spreads? or take care of it immediately? can my young plant still survive??

Shouldn't be worried, its just a seedling give it some time but the bugs will be a problem, try adding some sand to the top layer of soil to kill any eggs.

yea, i just read in the forum that:
Cotyledons - small round leaves that are the first to appear on a small seedling, they are not considered ‘true leaves? and often fall off of the plant early in the growth stage.
