While I may agree with you, the current legal environment created by the ACLU prevents forcible incarceration of the mentally ill unless it can be proven they are a danger to themselves or others. By then, tragedy may have already taken place. That 20 year old boy would not have qualified for involuntary incarceration prior to the murders.
