do weed plants have the turgor pressure to bleed sap when cut or topped?

yes and no.....

all healthy plants utilize Turgor pressure to some extent. It's a way of covering a wound and combating bacteria and fungi.

Weed however is a small plant and you will not be able to do anything with the sap outside of observing it in action.
 
im gonna cut a slit in a plant just to see because i never seen a weed plant leak anything when cut. i dont know if i can believe this one
 
Just make sure it is healthy and been watered. If ur expecting a flow, u'll be disappointed. It's really a band aid and will fill the cut.
 
when i top my plants or cut of lower branches they tend to make like what mariapastor said blood seems to come up from the plant and you see like a drop of blood where u cut it... kinda cool when i first started to notice but its nothing realy
