What are these white specs

Scope those out. I can see them. They look like bug eggs and larvae. Possibly thrips. But it's hard to tell from those pictures. You're going to need to look at those up close with some magnification.

That 2nd picture in your first post. What is that red thing on the center vein on the center finger leaf? Looks like scale. I also see spots of honeydew which is common with scale. You notice any ants?

I mean could it possibly be dust or debris? I got white specks sometimes.

Sometimes its debris. Sometimes its drywall dust if I was messing around with rhe ceiling.

Does it brush or blow off?

Usually with thrips you notice the leaf damage and frass before you notice the thrips. They are good at hiding and usually hang out under the leaves or between veins.

I dont see any frass or leaf damage

I do see patches and circles of honeydew which is indicative of aphids or scale.

I thought possibly aphids as well. The only one that can find out what it is for sure is the OP and a scope.
