You got scammed. Those letters are just like the Nigerian 420 scams.
Consider the money you already sent as lost and don't send anymore. Buy your seeds from a reputable seedbank and not through instagram. There are seed banks that send to almost every country in the world. There is no need to risk getting ripped of from some scammer on instagram. In fact fuck instagram.
Bottom line is you just learned a lesson and it cost you $100.
Custom Clearance Duty, Import Tax, DEA, etc... Pure, 100% SCAM. How can you not have figured this out for yourself?

Well I was looking at his pic on Instagram then I messaged him cuz I was trying to get some GRC x BBC and RUNTZ x BBC and he sent me a list of what he had i picked i ordered witch was 100 bucks A few days went I got an email from ushipperslogistics saying o needed insurance on package 200 bucks and that I would get it bck when I receive my package A few more days went by and I got a another email from the shipper saying that my package was being held up by the DEA Because they wanted to see my medical marijuana card and import license that I didn't have so the shipper said that they could get me those items for 500 buck ok cool I need them anyways A couple more days went by and they hit me up again in email saying that my medical records was out of date and they could fix that for 150 cool then they hit me up today saying that with 200 dollar the DEA will not bother me in future I didn't send cuz now I want prof that it was Mr Canucks who sent so I sent message on patreon to Mr Canucks and then went bck to email him to tell him to answer my message on patreon if its really him
