Should I kill this perky stupid looking plant?

Well out of the 3 seeds I only have 2 left. The first one that died got attacked by the light and the stem died. Now the 2 I have left, one is absolutely perfect, and the other is a runt with only 4 leaves and isn't growing any more sets. Is there any chance of it actually growing leaves or is it just gonna sit there and look stupid? They are the same age.

Pic 1 is my beauty, 2/3 are the runt

I'd consider killing it because it hasn't made any progress besides the leaves it comes out the soil with, and there are is no growth for new leaves coming out, they're about a week old give or take a couple days, I'm using 6 23 watt cfls , a few blue and red spectrum

Come on lil guy!!! come on!! You shall name her Squishy and she shall be yours. And she shall be your little Squishy.

I've known some great runts in my life. None of them ever deserved to be executed just because they were slow growers. Give her a chance. . . she's gonna turn out to be your best producing plant if you just show her some good ole' fashioned love!

I had a plant that was like that, came out of soil and grew one set of leaves (one bladed) and then nothing else, after 1 week of no growth I chucked it. I don't have the space to let a runt hang out and hopefully become something spectacular. If its bagseed I'd say throw it out and start a new one.
