LEDs would be the best option then would be T5 florecents and after that would be companct florecent light bulbs. but this also depends on the type of setup you going for.
this pic was taken 3 days after i planted the germinated seeds. i was using t5 blue spectrum florecents before and both are good at minimizing inter nodal space which helps utilize every cubic foot in a small grow.

depends on the goals, time, strain. with 2 plants, if you have the time, consider a scrog setup using a couple 18gal containers. lights could be several configurations depending on budget and what you can do to the closet. what you buy should be determined by how well you can ventilate the space and regulate the growing environment. temps of 76-78deg are ideal. temps above 88-90deg can cause growth/stress issues.
- single 400w/600w/1000w HID on a light mover is ideal for maximum light density/penetration, growth and bud density. digital ballasts use less $$energy and produce less heat.
- CFLs/flourescents/T-5s will work fine, but you won't get the same bud density. can be easier to control temps though.
- LEDs are expensive!!! got the cash? I'd try a combo LED/HID unit, I'm reading good reviews. but I have no personal knowledge of how they grow from start to finish cycle.

leds aren't that expensive. for the same amount spent on 10 t5 florecents i got two led panels and the results dont even compare. for 100 bucks worth of leds compared to 100 bucks worth of leds. for one the led pannels only use 30 watts of juice compared to 140 watts with the 10 florecnets. and the plants grew remarkably faster.

all over the place. i think your looking at the flowering panels. some of the pannels have uv light and other shit. all that you really need to look for is the spectrum of light. they are misunderstood. alot of people look at them like they dont put off enough light. that may be true but the light is concentrated to the spectrum that the plant needs vs a wide range including light that the plant doesn't really use. i havn't personally used LEDs for flowering just vegging and then i throw em under 2 1000s.

those were taking three days after i planted seeds that have germinated. already showing thier first real leaves. 2 days later, 5 days after i planted, most have the three set of leaves. the more blue light you give plants from seeds the more likely it is to be female also. there is literally NO heat coming off the pannels. which i got for about 42 bucks a peice. i plan on using flowering led pannels this time just to see how good they do compared to the 1000s. but if its anything like these all blue ones. then im gonna sell my 1000s like i did the florecents. so i cant speak personally on the flowering but i dont see why it wouldn't have excellent results. and with led pannels you can have many more plants per CUBIC foot. racks with shevles even flowering since there is no heat created. theres just so many ways leds will bennefit. and just look online i've seen flowering pannels for as little as 50 bucks for a 12 x 12 pannel. you just have to make sure the nanometer wavelength is right.

got reasearch to back it up? i do. out of 100 seed i did in this experiment using cfls, vs red vs blue. blue had more percentages of females cfls seccond and red had mostly males. i just know what has worked for me.

Assuming you don't want to spend that much, a 600w hps/MH combo would be your best bet. 1000w might be overkill in that space for two plants and you'd have a lot of heat to deal with
You could also do it with CFL, no doubt. However with CFL you will have to move multiple lights often. It is a little bit of a PITA. CFL needs to be kept closer to the plants. For two plants in that space I'd guess 12 42 watt bulbs. Then you'll need another 12 when you switch to flower. With that many bulbs you will get a nice bushy plant with a low internode distance.
LED...IMHO not yet ready for prime time.

well i'd have to respectfully disagree buddy. i've got massve vegitative growth from these rip off leds. i just know what i see. im just starting a new batch so as it goes thru ill post my results. you will see..

you can veg with a night light doesn't mean your going to get steady rapid growth, small internodal space, while only using 30 watts.

I am not going to argue with you on this. I have seen a whole bunch of grows where people are using a cheap LED and 99% of them finish with and HID because cheap LEDs dont cut it. I have been research in this for a year now because I will make the switch to LEDs when a quality light that will productively work for growing comes in at less than $500.
