It would be better if you have both but if you can only afford 1 get the the one that checks your water. If you are watering with properly pH'd water your soil should balance out. I noticed you are using MG potting soil. does it have time release nutes?

from the looks of it i would say that you havent had a problem with ph, but that pot does look kinda small what size is it, maybe it needs a tranpslant because it is becoming rootbound

Those are Soft white bulbs, there the ones you want for veg, pick up some Warm light 42watt CFL when you want to flower.

Those bulbs are fine for veging with they provide enough lumens for that stage, but i would say do the transplant while its easier.
You will need another form of lighting to flower with though as they are the wrong spectrum and power to flower with.

i wouldn't jump to conclusions. i have a cfl that is labeled 'soft white' and it is 2700K. if you look at the right hand side of the package that his lights in, you will see the little arrow pointing in the reddish part of the spectrum.

Because the packaging is bullshit anyway, cool white is not a red light, there is an arrow that is in the red section, but the package should have been label maybe warm white, cool white suggests blue. Seeing as i misunderstood this misleading packaging I guess this makes you the better grower.

jackterrier234 those 42w lights you are using appear to have a reddish color of light somewhere around 3000K. they would be better suited for flowering your girls. I would recommend some 6500K cfls these light look more blue in colorand would be better for vegging your babies.

those cfls (2700k) u r using put out the color spec. that is needed for flowering. for vegging u want lights that put out more of a blue color (6500k/daylight).

"cool" or "daylight" bulbs are usually around 6500K. not so good for flowering, but good for vegging (some say to mix in a few warm bulbs too for vegging, but ymmv).
I had to go to the web site for the manufacturer of mine to get the specs, cause they weren't on the box.

i thinkk i already made it quite clear that those lights are in the 3000K range. that color of light is best suited for flowering. the 6500K(blueish light) is best suited for vegging.
