i am not sure about mendocino county, but in most counties in calif there is a 6 plant limit except in Santa Cruz county. The limit there is 100 sq ft of canopy with a max of 99 plants and a max of 3 lbs of bud with a medical card.

as many as you can fit. Depends on the size of the pots. The strain you are growing. and the lights you will be using. you can fit more savtia,than indica. I would say maybe 6 sativa or 4 indica

photos are blury looks like it might be a hermie if it is flower it out and let it pollenate it self you will get less bud but the seeds will be feminized. save them and the next batch should be all female/ but you will get some smoke from this one

its hard to say with out pics but get some neem oil and wipe all the leaves down with it you can mix it with water (according to the directions and add it to the soil too.) should take care of your bug prob. It's not your fault you got bugs but you can get rid of them.
