i have one diesel plant in budding stage the white hairs from the beginig are turned brown/orange but now seems at some buds new hairs are starting from some kind o round thing and the hairs are white it's this a problem or it's normal?

yes little black bugs under the leaves i sprayed a lot and i think this is the problem....
