if it has hairs you have a female if it's just the balls, you have a male. If you aren't really sure which give it a couple of days, that picture is too dark and blurry for me to tell you anything. if you have hairs it's a female though... or maybe a hermie, but at least has the female parts...

The one that floated most likely isn't ever going to sprout, the other one may already have water rot. Dark and moist is the way to go. I wouldn't really count on bag seed to sprout reliably anyhow. I've tried to sprout quite a bit of bag seed. The rate of good seeds is about 1 in 10 at best.
