    are the laws in the US for growing the same if you're growing 22 as they are if you're growing say 3-4? Where I am, anything over 4 is considered not for personal use and the penalties are much harsher - still nothing compared to the US though.

    Is the diagram the plan for the box or is it what you currently have? That many fans for a couple of low wattage CFLs seems overkill. I'd have thought a high CFM 120mm PC fan (say 100CFM or so) for exhaust and a passive intake diagonally opposite it, should be sufficient.
