for my understanding yes you can, but seedlings need more white and blue spectrum from MH and CFL for root grow, hps is the way to go for flowering

dude, get some organic soil mix it with some perlite...the soil may be the problem....water it only every other day or every two days (LOOKS OVERWATERED BY THE PICTURE), it also looks streched in picture 2...

dude, flush immediately, for what i understood...if your soil comes with nutes, you're not supposed to feed them anything until 3 week. your plant looks stunt, probably the amount of nutes in the soil...your plant should be bigger than that after 3 weeks.

you're not screwed, on my first grow i did use miracle grow. dont water the plant often, every other day or every 2 days. also, it looks like its time to transfer your plant to a bigger pot, this time use organic soil (FoxFarms). see what happens after that
