What happened? You transplanted autoflowers. Dont do that. Just start them in the pot you plan to finish them in. Their roots are stupidly sensitive.

The packaging requirements in NV are not sustainable... not remotely cost effective. Just legalize home grows up up to 6 plants for any NV citizen. Make life a little simpler, the tourists alone will still rain the money down on ya.
