hey i wouldnt worry about buying water.. in soil it doesnt matter as much as it helps to buffer the ph.. i used to buy water in soil for like the first half of my first grow but then switched to just regular tap water, never phd never had any problems.. i even used to let my water sit out 24 hrs...
