I want to kno is it save to use a CFL light for veg and then use a 400 watt hps for veg would this be a safe idea?

so i got 150 to 200 bucks to speand this year and i got 400 watt HPS but my cfl are week and i feel 400 watts i too hig for my set up im trying to get like 5 plants in 2 trashcans . I am runing to walmart for some pc fans. but im wondering if anyone knos how to set it up so the fans will vent...
