I have 19 clones in a dome under 2 T5 HO 24" lights. I read that your not supposed to give them to much light but I also don't want to give them to little. Anybody?

I have 19 clones under 2 24w t5 ho bulbs 12 inches away. Is this to much light? The dome seems to have plenty of condensation and the heat is being kept in by the parka. I can add up to 2 more bulbs or I can take one out and just leave the 1 24w bulb. Any thoughts?
