1 of 3 plants only has sets of 3 leaves?

Hey, I have 3 Herijuana going right now almost at 3 weeks since sprout. I noticed today that 1 of the 3 has only sets of 3 leaves and the other 2 have sets of 5... It's even the middle plant size-wise and the smallest already has sets of 5. Is this normal, maybe just a different pheno from the other 2?

If you're talking about the fingers on the leaves, that happens sometimes. Should be fine.

possibly genetics possibly stunting or a combination of the two. I have a clone doing this and the mother wasn't

The leaves with the most fingers are usually the fan leaves, It's not uncommon for the node leaves to be smaller fingered.

Or you're growing ruderalis....
