i just transplanted my first seed tomorrow im doing the 2nd they 19 day old in a cup other 2 seeds are 10 days yonger but they look the same today

dood u need to put them cfl s an inch away from the top almost touching they are not gonna grow with that light so far
 
Put them a few inches away from the top of your plant to prevent stretching. (Remember, plants reach for light) Just put your hand under the lights (Palm down) just above your plants to feel the heat from your lights. If its hot then raise it, if it needs to be lowered then do so. Adjust with growth as needed.

is it true that they legalize weed smoking in cali- west coast los angles?
 
You could fill the pot with soil upto the cotyledons and if you had some perlite that would be good too.
