yes you can point a fan directly at it, depending on your temps, you can do more damage keeping it too cool and never letting the bulb reach operating temperature than worrying about it being too hot. They burn these things in steel plants, they have proven themselves durable. I doubt you get it hot enough to worry about, I'm sure the ballast would fail or the bulb would quit working before you have to worry about it exploding. I believe the glass is designed not to break if the bulb does explode, the insides will be destroyed but the chances of having the glass itself explode is pretty rare.
