Are they stretching (+rep)

As long as that T5 is within 3", they won't stretch anymore, they'll start growing more outwards, putting energy into branching. Closer is even better.
 
you should have started those in smaller cups for 2 weeks or so and then replanted them up to there neck in a new pot when it was time... like that all that long stem would turn into roots... just put a fan on low over those plants... that will harden the stem up!
 
a little early to worry bout stretch. its what seedlings do. they are just trying to get into the light. they only have their first set of leaves. when they stretch like that, plant them deeper into the soil, you will have less above the soil.
 
I kind of have my plants staggered as the light isn't long enough but its 2 1/2" from the tops. hopefully this will help. thanks for all the advice :)
 
I would've started the plants underneath the mh, I veg under a 400w mh from seed, just started at 24 inches, and moved it down a couple inches every 3 or 4 days.
