Bugs or other?

I’ve been searching through past posts and problem guides but am not 100% on diagnosis. Enlighten me o wise ones please

Doesn't really look like bugs, but the picture isn't great (need it closer up). Are you misting the plants, I see water droplets (probably not a good idea). I also see very wet media, are you letting the soil dry back between waterings? I think it's water related (a bit too much, too often). Let's see what others say.
