can i grow with this setup

i have a small 24'' flourescent light another 40watt grow bulb and a 150watt flourescent bulb , what i was wondering , can i grow 1-4 plants off this setup, i know that the plants will grow because i have gotten them to grow like 8 inches but i ran into some problems , and i had less light than that, will they bud though, or should i purchase a hps and mh. i am broke and i just wanna grow some plants

you can grow a hole crop off of cfls just look at them when you buy them blue light 6500k is for veg red light 2700k is for bloom
and they are pretty cheap to

aight cool yea i have the
blue 6500k already, but i need to buy the other red
