djlifeline is correct. Also, how big is your grow room going to be? how many plants do you plan growing? that affects a lot the amount and kind of hardware needed, aside from the lamps....
If you're using CFLs I'd recommend getting some y adapters and power strips. The link above has pictures. It makes repositioning and moving the lights super easy. But if you have a big room and you don't want to buy a HPS light, you should get some t5 tubes. They would work much better than CFLs for a larger room.
this is what i got. 35 watt 6400k CFL's. Two for each 10" reflector on an Y adapter. I love the 35 watt's I use to use the 23 watt's but the 23 watts give only 1800 lumes & the 35 watt give 2400 lumes.

mmm 210W. Looks good to me for two (contiguous, I might add) plants.
I may be wrong and some people have very intimidating setups compared to this one (good for them!) but I found some threads with people that had fair results with comparable wattages, or even less.
