yes they will work good for seedlings and veg.
is that 4 lights or 4 bulbs?
That is a good blue light that is requrired for growth.
You would want more of a red spectrum light for flower.

How many seedlings is the question. 4 of those CFLs would be enough to veg about 4-6 plants nicely. I vegged 7 under 6 CFLs, ranging from 2400 lumens to 6000 lumens with no problem. When it comes time to flower, you'll need to see how many females you end up before deciding if you have enough light to flower with.

no wat i ment is 4 seedlings under 1 bulb ov the blue spectrum and waiting for red spectrum bulb 2 be delivered this week. also they may not all be females. but i plan on puttin red spectrum in also wen it comes.... thanx

You should be able to veg 4 of them with that light. When time comes to flower, you'll want more CFLs, especially for side lighting. You want at least 7500 lumens on each plant for the biggest buds. If you end up with one or 2 females (I ended up with 2 out of 7), you should have enough light but I would still recommend side lighting to ensure the lower buds also receive adequate light. I have my lights arranged at different heights to make sure all parts of my plants receive.
