what would i need for a cheap small cupboard set-up.my mate said cfl's dont give off heat is this right?

where do i put the exhaust and inlet fans on my cupboard ,as i thought heat rises so i would of put the exhaust fan nearer to the top and inlet fan lower as its sucking in cooler air? in that link massah writes '2 - 23 watt Daylight CFL 2 - 27 watt Soft White CFL' what does the daylight bulb and soft white bulb do like what are there purposes.

anyone? and does anyone know how to make a carbon filter?
