Cicadellidae - Leafhoppers

I have 5 small indoor plans, each about 4 nodes in height. The last two days I have seen two different bugs of the family cicadellidae. They appeared to be two different species based on morphology and color, but I was not able to catch them without smashing them. I looked them up online and found out their common name is leafhoppers. I know from an advanced entomology class I took in college that these are true bugs and have piercing/sucking mouth parts that they use to pierce the stem of the plant and that some are agricultural pest. I also think I remember that they may cause ovipositor (egg laying "needle") damage, although I am not sure of this. Has anyone run into these before? Do they cause major damage to plants? Will neem oil work to get rid of them? I'm not sure where they are coming from. All the equipment is brand new and the room is pretty well sealed off with no open windows. Could they have hitched a ride into the room in the "roots organic" soil?

I have found these on my plants they have been eating my stuff I just recently found out they are harmful to plants there are more diff type of species of leafhopers than any other bug I'm not quite sure of a cure maybe soap n water or garlic n pepper let me know if u try anything
