if i cant get a co2 tank can i just use carbon water for foliage spray? will it work the same? How much?

No. Don't mist your plants with the lights on.
And plants don't use CO2 at night.

just do the traditional 2 liter bottle with warm water with sugar and yeast.

so you shouldnt foliar spray with lights on? does this mean no spray during 24/0 veg ?

Yup. The little droplets are like little magnifying glasses, causing burns.
