Could really use some help!

What's going on everyone. I got a situation here. Although I'm a regular smoker, I never woulda thought my first grow wouldn't be smoked by me. I have one family member with pancreatic cancer and another with more brain tumors than I can count on my two hands. So, the essence of the situation is I'm growing for medicinal purposes and plan on "distilling" (not sure if thats the right way too put it) with alcohol. Kind of a last resort, "If you can't get better, at least you'll be comfortable". It's awful to watch someone go through chemo.

Here's the basic of what I'm setting up.
W5.5' x D5' x H7' room in a warehouse/garage setting (only practical/safe setting available. It's a cold space)
Built a frame out of 2x4s inside which leaves two areas both 3.75' x 2'. One is just under 4 ft tall, the other about 3.5.
Each area will be lined with foil-faced foam board 1/2 inch thick. (I have alot laying around)
I have two 4 in. inline duct fans 80 cfm's each (one for each compartment. too much?) and a DIY carbon filter. I plan on sealing the foam board with metallic duct tape to keep out too much draft. I have been planning on using cfl's due to budget. My original idea for lights was to build a rectangular 1x4 box and top with a white kitchen backsplash material (as a reflector), placed on chains to raise and lower. I have a crate of porcelain fixtures so I was gonna try to place maybe 5 down the long sides of it, and if needed another one on both the short sides.
Also I already bought a 12 pack of 2700k cfls from HomeDepot. I planned on vegging in the smaller chamber and flowering in the bigger.

So here's the questions I have:
1. Thoughts about lighting idea? Will that reflect enough? I've seen people putting the lights in/around the plants, I don't know how to go about having a fully adjustable fixture. (anyone know of some cheap "gooseneck style" simple fixtures)
2. Think 10 cfl's will heat the box up enough so I don't have to provide additional heat? I think I have some baseboard heaters laying around but I'm concerned about my amp draw. It's on a 20 amp breaker, along with two 2 tube 8ft fluorescent fixtures and a few 100 watt incandescents for the main room.
I was using a chop saw to build which drew 13 amps, it dimmed the lights but never tripped the breaker.
3. How many plants should I attempt to fit?
4. Any suggestions on strains? I've been looking at marijuana-seeds.nl and considering the HASH PLANT, THC BOMB, or HINDU KUSH.
5. I don't really have any play but is the height of the compartments tall enough.
6. Think I need to insulate the walls of the room/closet itself?
7. Any and all suggestions are very welcomed.
 
In addition, here are some things I'm expecting to purchase still:
Combo thermometer/Hygrometer
Humidity dome (Can I use a clear rubbermaid tub?)
Fertilizer (suggestions please distributor/brand)
Fans for strengthening stems
Pots (what shape, size, and where can I get em'. Home depot doesn't have crap. Maybe cause it's December haha)
Soil (again any suggestions?)

Did I miss anything?

What about clamp-on's. Worth it with 23 watt cfls?

I know that all this info is out there on the net, but I just got the "green light" to move on this project a few days ago and I'd really like to have it up and running asap. So I'm kinda hoping for some consolidated help/info.

Also, should I be trying certain methods i.e. sea of green, scrog, LST? Been doing my best to soak in all this info but as I'm sure everyone here is aware, there is an incredible amount of techniques/knowledge that can't be soaked up in 3 days.

you can make a reflector from a soda can search around
get a lamp and break it....harvest use cord...and hang it

if you're going to pull that much....just get a hid....

2 or 3 with cfl

insulate from what? i would just use panda film...

I think that with this space, dimension, and need I would invest in some hps lights, both for effectiveness and for heat. If your space is too cold your ladies will grow slower and not as robust. They like to be at about 75-85 degs during the day and 65-75 degs at night.

I would recommend working with some bag seeds and getting the procedure down, although if time is of the essence fuck it get some good ones and throw 'em in there. Attitude has a five star reputation and you can but a vanilla debit card online for the purchase, I'm sure.

Odor is going to be quite recognizeable as they start to flower, is this an issue with your location?

Don't use miracle grow, go with a generic organic soil from home despot, unless you can afford Fox Farm or Black Gold. Miracle grow has a reputation of damaging delicate babies with nute burn.

If you are stuck on using cfl's, try this:
1) Get these little socket thingies from HDespot, they are a 2 prong plug on one end and a lightbulb socket on the other.
2) get a couple power strips
3) attach power strips to a 2x4, as long as you need or make 2 or 3
4)Put 2x4's on chains and hooks from ceiling
5) raise and lower over your plants as needed! Homemake T5, yo!!

But seriously, spend the money and get yourself a 400w HPS, at least. 600 would be better. In that space, you could even run 2 600's, and separate the room into a veg chamber and a flowering room. Non-stop rotating crop, yo!
