Epsom salt doesn't change PH at all or cause lock out.very little, epsom salt is a fast acting cal/mag supplement that sould be dissolved and applied with water, be careful it can easily burn your plants or cause nutrient lock. also its extremely temporary your better off finding some fine dolomite lime to mix in, it will do the same job, but better and last longer with less chance of burn, and will return ph levels to nuetral

Those amounts, tsp, or tbl are to a gallon of water, not mix and 3tbl in a 3gal container might be a bit much.Some ppl use 1 tsp (teaspoon) to a gallon others 1 Tbl (Tablespoon)
IMO... 3 gal. container = 3 Tbl Epsom salt...
